Foreign Office to War Trade Department.
Foreign Office, December 14, 1917. I AM directed by the Secretary of State for Foreign Affairs to acknowledge the receipt of your letter of 20th November, and to request that Lord Emmott may be informed that after consultation with the Board of Trade Mr. Balfour considers it desirable that the restriction on export of morphia and cocaine to Japan should also be applied to shipments of codeine and other opium alkaloids; and I am to request that the necessary actions may be taken accordingly.
